World Properties> world pace
You use this tile to set the speed of all the animations (not including the sky boxes). The animation speeds of all props and characters in the game can be sped up or slowed down using this tile. For individual animation speeds use the [pace] tile. Setting the world pace to 0 will affectively pause all characters and movement in the game. It does not affect timers or brain activity. It can however freeze a player in mid air.

This is particularly useful when a character accesses a menu or an inventory. So, if the player is being attacked and they access a menu, you set world pace to zero so that any attacking enemies will no longer be attacking while the menu is up – pausing the game. Otherwise a player would continue to be attacked while the menu is being shown. Whether this is desirable or not will depend on the game mechanics of your game .In Fallout 4 for example, the game pauses when you access your Pip Boy menu screens, however in Destiny the game continues (there is no pause while you change weapons or give yourself health).
